Thus their highway departments have become be-come meroly paper organizations created cre-ated by legislative action in order to comply with the letter of the federal aid law. Certainly If the federal government gov-ernment can appropriate money ' to help the poorer states build roads, then it follows that theso states should in ail fairness be willing to appropriate appro-priate state money to help the poorer counties meet this federal help instead in-stead of 'passing the buck to the rich counties."
