Newspaper Correspondent Describes Buchanan as a dictator. BERLIN, March 24. A Danish newspaper correspondent who recently re-cently returned from Russia writes to the Hamburger Nach-richten: Nach-richten: "There is no doubt that the peace offer of the central powers has made a strong impression on the Russian Dation and divided public opinion to a certain extent.
