Show Text of Governors Call for Volunteers Y17KEEEAS every thoughtful citizen, by reason of the events of over-shadowing importance which are being written Into the history of our time, appreciating the destiny of this nation in the influ-! influ-! ence of world affairs and as the bearer of the torch of liberty, justice jus-tice and equality to all people, is deeply sensible of the obligation rest- j lng upon the able-bodied men of military age to share the burdens as '. well as the advantages, liberties and opportunities guaranteed to ! them by the constitution; and "Whereas, the conviction must rest with every patriotic American that in order to defend the principles upon which this government Is founded there must exist, in addition to the standing army and the navy, an organized, disciplined, trained and efficient body of citizenry, armed and equipped and with the present ability to do ; and "Whereas, it has been made plain by our own history that un- trained men sent forth to battle, whether or not they are physically able, are committed to needless sacrifice of life and well being; that the nation is exposed to dangers and disadvantages on the field of battle f the organization of its forces is delayed until hostilities are ; actually begun; and "Whereas, the present International situation unmistakably indi- ! cates the likelihood of this government's being called upon to muster Its land and sea forces in defense of its national principles and to champion in behalf of humanity and civilization the cause of right and justice, and in such event this state would be required to present its full quota of able-bodied and trained men for service; now "Therefore, I, Simon Bamberger, governor of the state of Utah, doby this proclamation call upon the able-bodied men of this com-. com-. monwealth, not exempted by law, and of military age, to discharge one of the obligations of citizenship by voluntarily enlisting in the National Guard. In thus prominently bringing to notice this obliga- ; tion which every elector assumes as he exercises his right of suffrage, suf-frage, an obligation to which every native American is born and which every naturalized citizen should' feel it an honor to accept, public notice no-tice is hereby given that the state of Utah, by enactment of the Twelfth legislature, has brought its military code into consonance with the national defense act, as approved June 3, 1916, whereby the national na-tional guard of the several states was brought under federal control. ; Armories are maintained in Salt Lake City, Ogden, Logan, Provo, Manti, Mount Pleasant and Ephraim, where full information pertaining pertain-ing to the service may be obtained. In order, therefore, that the National Guard of the state of Utah may be at all times ready to respond to a call for Its service as a part of the defensive force of the United States, and in order that the National Guard of .this state may be at all times prepared to render efficient and honorable service when bo called out by the president and congress, I urge men of military age within this state not now members of this force of citizen soldiery sol-diery to Immediately discharge the obligation that is theirs, that they ' may do their just part in upholding the dignity and honor of their ! I common country, preserve the traditions of the state and do honor to ; ! 1 themselves. ' ' ! |
