The Times says the general expectation expecta-tion that the Germans, failing to obtain a crushing victory in France and Flanders, Flan-ders, would inaugurate a peace campaign In the allied countries, seems likely to be fulfilled. It continues: "Neutral emissaries of well-known antecedents an-tecedents and tendencies are understood to have arrived recently in England and other allied countries for the purpose of suggesting that if the allies will only show a pacific disposition they will find Germany ready to meet them on moderate terms.
