As a substitute for the present cloture rule, permitting two-tohirds of the senate to limit a senator's debate to one hour on jicnding legislation. Senator L'nder-Wood L'nder-Wood 's resolution would give a major- j ity power to invoke cloture by limiting debate, after a subject has been dis-missed dis-missed two days, to twenty minutes on the bill itself and ten minutes on amendments.
