Show PRESENT PROBLEMS OF ARMY AND NAVY WASHINGTON, Feb. 17. A detailed picture of army and navy survey problems prob-lems was presented to the council of national na-tional defense and the civilian advisory commission today by Brigadier General Crozier and Admiral Benson. General Crozier, who is chief of army ordnance, outlined the physical and economic eco-nomic difficulties of preparing in peace times for an adequate war supply of arms and ammunition. Armv ordnance orders must be distributed so as to maintain commercial munitions plants in peace times, he contended, even though the cost to the government is a little greater than that of manufacture at government arsenals. Admiral Benson dealt with supply difficulties dif-ficulties of the navy, submitting figures fig-ures and estimates as to the war-time flow of munitions and other sT pplies the service must have mased behind it.
