OCR Text	Show REBELS DEFEATED IN SANTIAGO SKIRMISH m SANTIAGO, Cuba, March 17. The first skirmish between government forces and rebels since the landing of loyal troops at Santiago was won by the soldiers of President MenocaJ. The clash resulted from steps taken to prevent pre-vent the destruction of the pumps at the city water supply station early todav. to-dav. feombs intended for blowing up the pumps were captured. Santiago is quiet. The American forces still hold their positions in tho citv while the Cuban forces have taken up positions in the outskirts.
