Hiekson director of the psychopatlc laboratory o the municipal court of Chicago. It is not a mere theory says this expert. It is based upon a care ful study of men and women of the typ that has been terrorizing tlie count r: with bombs and bullets. Dr. Hiekson ha examined over fifty "reds" for tlie federa government and many more for the Chi cago police. In almost every case lie ha: found these persons to bo suffering fron specific mental disease. The Chicago psychopatic . laboratory founded by Chief Justice Harrv Olson, ha; become famous for its scientific and sue cessful methods of handling criminals Judge Olson and Dr. Hiekson and Mrs Hiekson, who is her husband's chief as sistant, have proved conclusively tha nearly all criminals are either insane o of defective intelligence. To sentence oni of these lrresponsibles for a term o years, and then turn him loose again ti commit more crimes and breed more defectives, de-fectives, is one of the stupidest thing! which modern society does. The crimina insane should be isolated in colonies where they cannot commit crimes anc cannot breed, if this were done the criminal crim-inal element could in time be almost eliminated, elim-inated, and the enormous sums which w pay in the form of taxes for police pro- tection, and the loss of life and propertj due to crime, could be greatly reduced This is the message which the Chicagc crime laboratory has for the country. Already Al-ready several other cities have foundec laboratories like that at Chicago, and ir Illinois legislation is being considered providing pro-viding for a colony where the criminal insane in-sane can be scientifically cared for anc permanently isolated. Now It has been found that the "reds," who have filled the newspapers during recent re-cent months, are weaklings of exactly th( same type as those who commit othei crime. Intelligent radicals do not throw bombs or try to shoot public officials, because be-cause any intelligent person can see thai such measures are futile. They do nol tend in the least to change the social order. or-der. They merely outrage public oninior and make it suspicious of all brands 01 radicalism and liberalism. The leaders 01 all the intellectual radical groups in tht United States have denounced the bomb-throwers. bomb-throwers. The idea that there is a powerful national na-tional organization which has for Us purpose pur-pose the killing of public officials is largely large-ly wrong. The men and women whe throw bombs have not brains enough t( perfect an organization. On the othei hand, criminals and weaklings of al kinds have a strong tendency to banc loosely together, like children and savages. sav-ages. This giant "red" organization, o' which we have heard so nfuch, if it coulc be brought to light and examined, woulc probably be found to contain a men handful of idiots, who should be carec for in institutions, who are drawn together to-gether by their common misfortune, anc who have no intelligible political theorj whatever. Their emotional natures art unbalanced and uncontrolled. They catel the fever of political change and unres: which is in the air, and it generates ir their diseased minds an impulse to ware futile violence. The very character of the bomb outrages, out-rages, it is pointed out,-should be sufficient suffi-cient proof that they are the work o; weak-minded persons. In a series of more than a dozen attempts to blow up public officials by bombs sent through the mails and planted in houses there was not on success. It takes no great intelligence to use dynamite with skill and success, as shown by the fact that thousands ol ordinary laborers use it constantly in min-ing, min-ing, quarrying and road building. Yel the terrible reds have no success whatever, what-ever, and the most daring of them onlj succeeds In blowing himself to atoms. To the average citizen a "red" is a strange and terrible a creature as the blood-sweating Behemoth. It might interest in-terest him therefore to know something about a few of the individuals suspected of connection with bomb plots who were examined by Dr. Hiekson. One of then-was then-was a man of low intelligence who wat afflicted with dementia praecox. Thh form of insanity does not make him appear ap-pear crazy to the superficial observer, bui it prevents him from working with an success and it gives him an irresistible impulse toward acts of violence. ThU man made his living by rubbing out the figure one on one-dollar bills and substituting substi-tuting a five, doing all the work wltr an ordinary lead pencil. He called himself him-self a socialist and occasionally made speeches in radical meetings whicr showed that he did not know anything about socialism or anything else. Outwardly very different, but inwardb very similar, was a man of some wealth who always carried a red flag on his automobile. He was repeatedly arrested for fighting, and showed in many ways that he was mentally unbalanced. A woman who was arrested as a red suspect always wore a red sweater tc show that she was an anarchist. She was 20 years old. She was diagnosed by Dr. Hiekson as a high-grade sociopath, which means that she had about the intelligence intelli-gence or an ordinary child of 14. Bomb-throwers often escape, but assassins as-sassins of public men are usiR-lby caught, and scientists have long known that nearly near-ly all assassins are insane. The man who shot McKinley was a case of dementia praecox. So was the man who recently attempted the life of Premier Clemen -ceau. Dr. Hiekson says that- this man was one who had been known from childhood child-hood to be feeble-minded. He should never have been at large. The man who killed Kurt Eisner, the German radical leader, was of the same type, and had also long been known as a weak-minded individual. A Greek in Chicago who was suspected of connection with bomb plots was a paranoiac, and gave abundant proof of the fact. He had a delusion that he was being persecuted and was always calling upon the police to arrest perfectly innocent inno-cent persons. When he was arrested he began shoo Ling at the police, and succeeded suc-ceeded in killing a. cart horse. Another of these so-called "political agitators" was a Russian, also insane. He made a practice of attending court, and would get up in the midst of proceedings, pro-ceedings, interrupt judge and lawyers, and begin a harangue against organized government. gov-ernment. ' A large percentage of all these insane reds are of foreign birth. They are simply sim-ply mental defectives which other countries coun-tries have worked off on the United States. There has been much talk of restricting immigration so that persons with dantrer-ous dantrer-ous political opinions would be excluded. But it is not an examination in political opinions t hat is needed. Only scientific I tests designed to detect the insane and I feeble-minded will keep out the bomb-throwers bomb-throwers and assassins. One of these defectives, coming to the United States with no political opinions whatever, will become a menace to life and property none the less. Dr. Hiekson has records in his office which, he holds, show that European countries deliberately send us their weak-minded weak-minded and insane in order to get rid of them. Usually the family of such a person sends hi in to the United Sta tes, and often the European officials connive at the scheme. Seldom does our own immigration office detect the defective one. Insane anarchy !s with us because we have opened the door and let it in, and because we have done nothing effective toward curbing it after it got here. |
