Show TRIPP FORESEES HIM FARES Westinghouse Head Urges Street Car Service Cost as New Basis. WASHINGTON, July 16. Declaring street railway employees clearly were en-tit en-tit led to the wage increases granted by the war labor board. Guy E. Tripp, chairman chair-man of the Westinghouse Manufacturing company, told the federal street railway commission here today that some hasis of fares on a cost of service plan should be worked out between the public and the traction companies. The commission was appointed by President Wilson to investigate the whole street railway situation and recommend methods for relief of the companies, many of which are on the verge of bankruptcy. Municipal ownership was believed by Mr. Tripp to he among the possibilities of the present situation. Labor costs and the marketing of electric elec-tric railway securities were outstanding phases of the present chaotic street railway rail-way situation touched upon today by witnesses before the commission.
