Indeed, it may he said without fear of su.-.-essful contrarUcti.in. that in the operation of its I business, it has failed signally To keep pare with developments in the territory it is supposed to serve, but j has contented itself with a nu agr-r supply of anthpuued freight ravs and an alarming inadequacy of motive I power to move the same. The result has been a e.-ngestion of freight badness during certain seasons of the year, and the situation 'now confronting the prop., of this ;ate in the matter of its coal supply. Ihe I railroad has been appealed to time and again to improve its -eri--e. but such appeals have fallen on deaf 3 ears. In view of these conditions, it is no wonder the people of Vtah are demanding a public- utilities I bill, with such provisions as will enable the commission to compel, if necessary, public, utilities corpora- I tions to render service compatible with the demand's made upon them by enlarged business conditions' ! as they develop from time to time. This is the purpose of the bills now pending in the legislature, simply 0 to exact adequate service on terms of fairness and equality to all concerned. I 1 With a full knowledge of the inferior and antiquated facilities possessed by the Denver & Rio j t Grande, and with a desire to guard against just such a condition as exists today, the producing coal com- I I panics of this state, as early. as April of 1916, united in a request to the Rio Grande to aid them in in- i creasing the summer storage of coal by granting a slight reduction in the freight rates, at a time when I I mining conditions were most favorable and railroad facilities more adequate. The correspondence fob I 3 lowing shows the result of this united appeal and does much to fix the blame for the coal shortage now so I d justly complained of by the people of this state. 1 1 V I ' 1104-A 1 Salt Lake Citv, Utah, April 28, 1016. g ' .
