That the commissioner will go down before public aontiment is the general opinion of the members of the upper , house, and even the ardent advocates of that feature of the bill in the lower house appear to be resigned to the early demise of their pet. The membership of the Prohibition and Betterment league Is divided on the subject and the hopes of those In favor of the commissioner com-missioner hae waned to such, an extent ex-tent that they have prepared an amend- ! ment to that section of the proposed measure. The cammerce and industries committee commit-tee of the upper house has not yet taken any definite action on the commissioner section of the bill, but is getting ready to wield the blue pencil at 10:30 o'clock tomorrow morning. The committee will meet at the capitol at that time and j list-en to the arguments for and against, but the minds of the respective mem- bers anpeaj to be made up to the effect that there must be a change if the bill is to pass the senate. Retail dealers prob-ablv prob-ablv will be allowed three days' grace and the wholesaler fifteen days but the liquor traffic must stop at midnight July 31, 1917. |
