SEVERE COLD AND HEAVY SNOW ON THE RUMANIAN FRONT LONDON", Jan. 27, 5:33 p. m. Severe Se-vere cold and heavy snow have been interfering with military operations all along the Rumanian front, soys a Reu-ter Reu-ter dispatch from Jassy today. The correspondent says: The enemy 'b efforts now are directed di-rected chiefly in the region of Nanesti and the. confluence of the rivers Putna and Sereth, where an alternation of advances and retirements retire-ments without strategic significance has occurred lately. The Germans are everywhere encountering spirited spir-ited resistance from the Russians and Rumanians. In connection with the reorganization reorgani-zation of the Rumanian army there has been an infusion of younger blood in the higher commands. The latest official gazette announces that fourteen generals of divisions and brigades have been placed on the retired list and ' succeeded by junior officers.
