Show ORDINANCE NO. 397 AMENDING ORDINANCES NO. 370 AND 375 AND CHAPTER 18-11, "FLOOD DAMAGE PREVENTION," PREVEN-TION," OF THE DEVELOPMENT CODE WHEREAS, the requirements for flood damage prevention have again been modified; BE IT ORDAINED BY THE CITY COUNCIL OF KAYSVILLE CITY, UTAH: 1. Subsection 18-1 1-11(5) (a) is amended to add shallow flooding criteria and to read as follows: (a) Residential Construction (i) New construction and substantial sub-stantial improvement of any residential re-sidential structure shall have the lowest floor (including basement) elevated to or above the base flood elevation. (ii) Require within any AO and AH Zone on the FIRM that all new construction and substantial im- : provements of residential structures struc-tures have the lowest floor (including (includ-ing basement) elevated above the highest adjacent grade at least as high as the depth number specified in feet on the FIRM (at least two feet if no depth number is specified). speci-fied). (iii) Require within Zones AO and AH adequate drainage paths arunj structures on slopes, to guide flood waters around and away from proposed prop-osed structures. 2. Subsection 18-11-11(5) (b) is amended to add shallow flooding criteria and to read as follows: (b) Non-residential Construction (i) New construction and substantial sub-stantial improvement of any commercial, com-mercial, industrial or other nonresidential non-residential structure shall either have the lowest floor (including basement) elevated to the level of the base flood elevation; or, together with attendant utility and sanitary facilities, shall: (A) Be flood proofed so that below be-low the base flood elevation the structure is water-tight with walls substantially impermeable to the passage of water; (B) Have structural components capable of resisting hydrostatic and hydrodynamic loads and effects of buoyancy; and, (C) Be certified by a registered professional engineer or architect that the design and methods of construction con-struction are in accordance with accepted standards of practice for meeting the provisions of this section. sec-tion. Such certifications shall be provided to the official as set forth in Section 18-11-9(2) (c).
