A congress of Russia's representative representa-tive men and Institutions, summoned by Emperor Nicholas to discuss, organize and unify means for prosecuting the war to a successful conclusion, held its first session this morning in the imperial palace. The emperor presided and in a speech outlined the object of the conference. con-ference. War Minister Polivanoff reviewed the measures previously taken for Increasing the output of munitions and said it was now their arduous 'ask to raise that output out-put to the maximum. M. Koulomzine. president of the council of the empire, said that an incomplete victory would threaten the country with a continuation of its economic dependence and. therefore, all must contribute to the work of equipping the land and sea forces fully.
