Is the sinking of the Arabic to be one of the nn'steries of the seal The captain and many of the passengers and crew believe that the liner was blown up by a German submarine, but they are not absolutely sure. They saw . a submarine and they saw the wake of a torpedo. And yet the liner may have hit a mine. No submarine which has returned to a German base has reported the sinking of the Arabic. The natural conclusion is that the submarine itself was sunk "by a British patrol boat or otherwise. If the English admiralty has a record of the submarine 's destruction it is keeping quiet, arguing perhaps that it is not bound to interfere in the negotiations negotia-tions between the United States and Germany. But whether the submarine was destroyed de-stroyed or not, the new status existing between the United States and Germany Ger-many is not affected. The imperial government has promised that hereafter all liners shall be given warning and the passengers and crew shall be permitted per-mitted to escape before the vessel is sunk. The solving of the Arabic mystery mys-tery could not alter this arrangement. Germany is prepared to acknowledge that her submarine commander failed to abide by his instructions if he sank the Arabic without warning, and damages dam-ages will be paid. The fall of Grand Admiral" von Tir-pitz Tir-pitz suggests an interesting possibility. It is known that Chancellor von Beth-man Beth-man n-Hollweg and Admiral von Tir-pitz Tir-pitz have been taking opposites sides in arguments before the kaiser concerning submarine warfare. Some weeks ago the German submarine commanders appeared ap-peared to have changed their tactics and to have given warning to all the unarmed vessels they ran across. The crews and passengers were permitted to take to the boats and few lives were lost It was generally believed that at that time instructions had been given out by the German admiralty conforming conform-ing submarine warfare to the rules of international law. The interesting possibility is that Admiral von Tirpitz may not have given these instructions to all of the submarine commanders, and that when the kaiBer discovered this he promptly relieved the old sea dog of his command. |
