Goethals, governo: of the Panama canal zone, in an ad dress before the Commonwealth clul of San Francisco, said it was hoped " t get every bit of loose earth out of th canal channel by next year." "Our purpose," he continued, "if to continue digging until we have in sured that future slides, should thev develop, will not block traffic through the canal. ' ' General Goethals spoke of the need for enlarged terminal facilities at the canal, urged the continuation of a "one man" form of government for the zone, and declared the canal capable of defense. de-fense. "There are those who believe we will never have a great war, ' ' General Goethals said, "but the military believe be-lieve otherwise, and through the efforts of the military the canal will be protected pro-tected against any possib'te armed foe when the present plans are completed." In advocating the "one man" form of government he said: fAn executive head of more than one would be a failure in the zone. One man would dominate a commis- sion, " he said, "and there would be trouble among the commissioners. ' ' He said he would present the needs of the zone to congresB. The expansion of terminal facilities are being met now by the purchase of all available land by the government. General Goethals .said he intended to take up with, congress the question of opening up the canal to settlement. "In keeping with the policy of protection," he continued, "I believe we should arrange ar-range to permit only Americans to do business there. My plan Includes the setting aside of sites at each of the terminals ter-minals where American manufacturers may build warehouses and have salesrooms sales-rooms for their wares." |
