Show County master plan revised, changed, I discussed and ok'd CO , By GARY R. BLODGETT s; FARMINGTON-After much R discussion and several major g changes, Davis County Planning t Commission has approved a master OLan for the unincorporated area of 'est Farm ington. The much-revised plan is based on the assumption that the proposed Westside Highway will be constructed construc-ted through the area. The highway is proposed from a point near Salt Lake International Airport through the western edges of Davis County to a point near the Weber-Box Elder County line. There is still some controversy about the future uses of the Denver & Rio Grande Railroad right-of-way through the unincorporated 'area. The proposed master plan includes in-cludes the right-of-way as part of the proposed Westside Highway, but railroad officials have indicated 'that they will not give up the land although they have no intended use for it in the near future. Planning and Zoning commissioners commis-sioners said that much of the future :development of the unincorporated iarea hinges on the proposed high-. high-. way being a reality, v Included in the master plan area ds a public safety complex which ..will include a 400-bed county jail .and administrative and court facilities. facili-ties. Construction on the $18 million mil-lion project is expected to begin in early spring. The 2800 acre site features single-family dwellings around the jail and larger ranchette-type lots for the outer perimeter of the site which is located west on Interstate Highway 15 between Shepard and Lund Lane. Farmington City earlier this year annexed about 300 acres of the unincorporated area which will include in-clude the public safety complex. Plans are underway for annexation of the remainder of the land which, when annexed, will be serviced with culinary water, sewer and other utilities. A preliminary plan of services was offered to residents of the area last month. The new utilities will cost an estimated $2 million. The water hookup alone will cost residents resi-dents of the area $350 per hookup in addition to the city's existing fee of $700. The master plan includes plans for extending the Farmington City water system, including pipes, well and two storage tanks; installation of a sewer collection system; storm drain improvements; and other utility uti-lity improvements. Farmington Creek, which get its source of water from Farmington Canyon, is designed in the master plan to be used as a hiking trail and equestrian path. |
