''What is the inducement for our merchants and business men to go to foreign countries and engage in American Ameri-can enterprises if they and their investment in-vestment are treated as our citizens and their properties were permitted to 1)0 treated in Mexico?" "If any have forfeited their rights under international law let them be sin-pled sin-pled out and dealt with. But I stand iiere to assert that American trade will not. be maintained according to the ambitions am-bitions and just aspiratious of our people, peo-ple, and we shall not stand before the world, as we should, with international ns teem and the confidence of the nation na-tion unless we protect at all events American lives, American property and .American commerce throughout the world. ' ' Pretensions of Friendship. He denounced the administration's six-power loan to China and contrasted the pretensions of friendship for the Latin-American states with Mr. Bryan's handling of the -Santo Domingan affair. This new line of attack was developed here tonight in an address before HOOO people in the auditorium, with which the .Republican presidential candidate brought the middle western and New York state campaign tours to a close. It was admittedly io reply to Mr. Wilson Wil-son 's frequent "addresses about the world scope of American business and the opportunities for expansion which have been afforded American commercial commer-cial talent. Tonight's meeting was preceded pre-ceded by a big street parade and the enthusiasm was general, Hughes, after briefly reviewing world conditions, said: "Our opponents have a great deal to say now with regard to facilities for American enterprise and the principles of American trade. To test the professions profes-sions and promises that are given with respect to the record that has been made in the past take, for example, the matter of the six powers' loan to China. There was an opportunity by which our bankers could share to" the extent of one-sixth in this proposed loan, an opportunity op-portunity not only to aid China, but to Facilitate our trade. Bankers Turned Down. ! ' ' But when the present administration administra-tion came into power and these bankers asked whether they would have the cooperation co-operation and protection of the administration admin-istration they were informed in effect that, the administration did not desire them to take part. "We hear a good deal with regard to our relations with Latin-America. Those relations are of full stipulation. ! They should be based on mutual eonfi- denco and esteem. But what was the I action of the administration with respect re-spect to Latin-America? It withdrew man after man from the nations in Latin-America who wore trained diplomats, diplo-mats, well known for their experience and special fitness, in order to supply places and meet the demands of partisan parti-san expediency. Now we cannot build up foreign trade and international influence in-fluence in" that way; "Think, for example, of'Santo Domingo. Domin-go. There we undertook the administration adminis-tration of the customs and we had a chance to show this hemisphere our competency com-petency in administrative work of that description. We had , experts there under un-der the Republican administration, in charge of their finances, so that there would he a collection of revenue and a payment of foreign creditors. But what did this administration do? It sent men without experience or other than political recommendation to administer these trusts. The result was that we had a scandal and a man utterly unfit, who had been sent there as minister, was superseded. ' ' After denouncing the Ad am son act, he closed his speech and tho lecture with this sentonce: "Let us consider the great opportunities opportu-nities of the United States to show if it will be true to the principles of its institutions in-stitutions and maintain the rule of reason. rea-son. We will have disagreements; we will not all see alike; we will have controversies; con-troversies; but if we are satisfied with the actual desire to do justico, if we work fairly in accordance with the principles prin-ciples which have been won by conflict with autocracy and tyranny, we shall be successful. If I can be of any service ser-vice to that end, my life is at your disposal." |
