Show CANAL ZONE RULES ARE CONSIDERED Important Conference Held at tho White House ns to Governing the Strip. WASHINGTON, May D. An Important Im-portant conference was held at tho White House tonight at which the general policy to be followed by the administration in tho framing of rules and regulations for the Panama canal zone was agreed on. Tho policy provides for instructions to be Issued by the President through the Secretary of War to the canal commission commis-sion for the administration of affairs af-fairs in the strip, following very much the practice in vogue in the Philippines, whore the acts of the commission are subject to .the approval of the Secretary Secre-tary of War. There were present at the conference Secretary Taft, Attorney-General Knox and Chairman Walkei', and the other members of .the canal commission now n the city. The members of the commission com-mission explained to the President the condition of affairs on the .isthmus as they found them, and made recommendations recom-mendations for the government of the strip. They will embody these recommendations recom-mendations in a written communication to the President, who will submit them to Secretary Taft and Attorney-General Knox for such modifications and suggestions sug-gestions as they deem best. After the rules and regulations have been finally drafted and approved by tho President, the latter will issue them to the coin-mission coin-mission through the Secretary of War. It Is expected that the instructions will follow the game general lines as those laid down for the Philippines, but with such modifications as the conditions condi-tions may require. Meantime Gen. Davis, who iy to sail from New York next Tuesday, will be "administrator" of the canal strip until the now instructions instruc-tions arc put into eltcoL It was stated tonight that there was no Intention on the part of the administration adminis-tration to dispatch troops to the Isthmus. The marine now there will be retained for the preservation of peace and order, and will be replaced from time to time as the health of the men makes this advisable. |
