DELEGATES WILL NOT BE INSTROCTEO Faction in District of Columbia Who Are Against Hearst Win in the Primaries. WASHINGTON, May G.Demo-cratle G.Demo-cratle primaries were held In the District of Columbia tonight to-night for the election of delegates dele-gates to the district convention which is to be hejd next Thursday for the selection se-lection of six delegates to the national na-tional Democratic convention. There was a spirited contest between what is known as the Norrls and Hearst forces, the former favoring tho sending of un-lnstructed un-lnstructed delegates to. tho national convention and the latter- element fa-vorablo fa-vorablo to delegates Instructed for Hearst. At late hour tho returns showed the election uf a majority of delegates to the district convention favorable fa-vorable to the Norrls faction, although a number of protests- have been made Jn district where Mr. Hearst's delegates dele-gates were defeated.
