Tearney, president 01 the Western and Three-1 leagues and chairman of a special committee reprtsent in the National Association of Minor Leagues, tonight to-night charged the National league with breaking faith with the" minors in regard to drawing up a new agreement agree-ment to take the place of the so-called so-called national agreement which the minors abrogated. John A. Heydler, president of the National league, advised Chairman TVarney that the National league would not enter into any formal agreement witli the minors unless the ri.hL of tiie major leagues to draft players from the minors was included, so ""as to enable ball players .to advance ad-vance in their profession as provided by the national agreement." The minor leagues are demanding1 that the majors buy promising players outright instead of drafting them. Tearney said that Chairman Herrmann Herr-mann of the iKuion.il baseball commission, com-mission, representing the major leagues, ifiade a verbal agreement with the minor leagues at the joint meeting meet-ing m New York last January, consenting con-senting to the abrogation of the national na-tional agreement and the independent independ-ent operation of t'oe minors. Chairman Tearney has sent the communii-ation frm President Heydler Hey-dler to the presidents of all minor leagues for their consideration.
