Show Ellis Armstrong Honored at Mexico City Dr. Ellis L. Armstrong. A Cedar City native, was elected Vice President of the International Water Resources held in Mexico City. April 23-27. Armstrong is presently the Water and Energy Consultant of Salt Lake City, the President of tJie United States Committee on IWRA. and was the former United States Commissioner of Reclamations. Representatives of 85 nations attended the 5-day Congress where 394 papers discussed various aspects of the theme. "Water for Human Survival" In addition ad-dition each country presented progress reports on its national water resources development and management. Armstrong. as head of the U.S. delegations, presented the U.S. report. Over 1.500 at tended the Congress. Armstrong served as U.S. Commissioner of Reclamation 1968-1972. and was the 1972-1974 Chairman of the U.S. Committee of the World Energy Conference, an organization of 80 nations. A Civil Engineering graduate of Utah State University, his 40-year career has been in planning, designing, constructing and administering programs involving water and energy on a worldwide basis. One of his present assignments is heading' the Hydraulic Energy Resource group of the Energy Conservation Commission of the World Energy Conference. He has served as Consultant or Engineering ' Administator on some of the world's largest water resource projects including the St. Lawrence Seaway and Power Project, the High Aswan Dam on the Nile, and the Mekong River Studies in Southeast Asia. In 1972 he received the American Society of Civil Engineer's Tipton Award for "Worldwide "World-wide Leadership in Water Resources." He has lectured widely on water resources at universities as well as at conferences and conventions. con-ventions. His recent lecture series on water and energy have included assignments at New York University, University of Florida, University of Wisconsin, the three universities in Utah, and next month at the University of Calif.-Los . Angeles. Among his many recognitions are the Utah , State University ' "Distinguished Service j Award" in 1959; elected as National Honor Member of Chi Epsilon, National Civil Engineering Honor Fraternity in 1968; and the Brigham Young University "James E.Talmage Scientific Achievement Award" in 1975. He has been elected Honorary Member of both the American Water Works Association and the American Society of Civil Engineers. He is the editor and author of the 750-page "History of Public Works-1776-1976." He is presently President of the Utah Section of the American Society of Civil Engineers and has been a member of the National Energy Policy Committee of theASCE since 1973. |
