Show Public Complies with Energy Program The Utah Department of Public Safety and the Utah Highway Patrol, in keeping with governor Scott Matheson's energy conservation program and his request for voluntary volun-tary compliance with the 55 m.p.h. speed limit, wish to update the program's progression. As the motorists are aware, on April 16 Governor Matheson directed the Utah Highway Patrol to make an all-out effort to enforce the 55 speed limit. Troopers were assigned to 10-hour day schedules and commanders were directed to reschedule and emphasize 55 and eliminate the issuing of warning war-ning tickets. The enforcement index for the week of April 23 through 29, as a result of this all-out effort, shows a 245 percent increase in arrest citations. Evan though there has been an increase in citations, we have also experienced a highly visible show of voluntary compliance by Utah motorists on our highways.
