PEOPLE FRIENDLY TO UNITED STATES Offers as Evidence Recourse Re-course to Central Amer-fcan Amer-fcan Court for Settlement Settle-ment of Treaty Case. WASHINGTON, March 10. Reports that Salvador had been involved by German agents in enterprises inimical to the interests of the United States and of Guatemala were declared "preposterous" "preposter-ous" by the Salvadorean minister, Dr. Rafael Zaldivar, in a statement issued today. "The people and government of El Salvador," the statement said, "are now and always have been particularly friendly with Guatemala and recent reports re-ports to the contrary are absurd. That Gorman spies or political agents are strong enough in my country to bring about such a reversal of its traditional friendship with Guatemala, or involve it iu hostilities with that or any other country, is preposterous. Germans residing re-siding in El Salvador could be counted on the fingers of one's hands and their influence nationally or locally is nil. In Guatemala, on the other hand, many of the largest coffee and other properties are owned by Germans, and it may be naid that German influence is greater in that country than in any other Central American republic But in neither case, or elsewhere in Central America, is it at all probable that German gold could seduce the governments certainly not tho people to embroil themselves to the iniury of each other or the great and good' friend to the north of us the United States. Evidence of Good Will. ' 1 El Salvador has just given the best possible evidence of her peaceful and law-abiding predilections by having recourse re-course to the Central American court of justice for a settlement of her protracted pro-tracted diplomatic controversy with her neighbor, Nicaragua, relating to the grant bv the latter to the United States of a naval base in the bay of Fonseca which is territorial water owned jointly with my country rather than proceed to open' hostilities over the violation of its sovereign rights. "My government has just cabled me that the Central American court has rendered its decision in favor of El Salvador, Sal-vador, restraining Nicaragua from pro- ceeding further under the provisions of the Bryan-Chamorro treaty that relates to the naval base in Fonseca bay. "As to press reports of El Salvador's alleged intrigues with Mexico against the interests of Guatemala, the JJiario Official (the official organ of the Salvadorean Salva-dorean government) recently published the following statement: " 'El Salvador has recently received from Mexico, as a testimonial of sincere friendship, some gifts of great value which have awakened a national feeling of gratitude toward the people of that great nation. But that demonstration of cordial affection towards us on the part of a courtly and generous people gives no ground for suspecting the existence of any binding engagements on a political politi-cal nature engagements that have never been sought by the Mexican government gov-ernment and that, needloss to say, would never have been entered into by the Salvadorean Sal-vadorean government.'
