The present state administration .finds that the high cost of materials is going: to have a serious se-rious effect on building- operations during dur-ing the - present year nnd In 1920. The last legislature voted $45,000 to complete the main building of the soldiers' home. "When contractors submitted bids it was found that they were all too high, the lowest being $22,006 above the legislative appropriation. It was, of course, necessary neces-sary to reject them. The governor's cabinet met to consider the matter and it was voted to' ask the board of examiners to vote $25,500 worth of deficiency warrants so that there would be sufficient funds to complete 1 the building. State Treasurer Eagleson was the only official who objected. He said he favored the convening of the legislature in extra session for the purpose pur-pose of voting the necessary funds to finish the building. The cabinet, however, how-ever, did not approve- of this. Commissioner of Public Works Hall notified no-tified the cabinet that because of the increase in-crease in materials there would have to be some severe cutting done on the work In the wings of the new state capitol, as the $900,000 authorized by the last legislature leg-islature is not sufficient to complete It according to the original specifications.
