A dispatch dis-patch from Budapest says that the new ministry at its first meeting yesterday resolved to recognize Archduke Joseph as regent until a national assembly is elected, "so ' that in these unsettled times there may be one firm center in the country." The archduke then entered the chamber where the meeting was being held and after a short speech, by Premier Frederich the ministers minis-ters took the oath to the archduke. He asked them to do their utmost to support him during Hungary's reconstruction. VIENNA, Aug. 9. A state of siege has been proclaimed in Budapest, according to advices received here. It is reported that in view of pogroms which had been threatened in Hungary, menacing the Jews, the commander of the Rumanian troops has issued an order that any crime against Jews will be punished pun-ished immediately by death. PARIS, Aug. 9. (Havas.) Rumania's course in Hungary is to be limited to maintaining order, it was said today by M.
