PROPOSED AMENDMENT TO THE CONSTITUTION CONSTI-TUTION HOUSiS JOINT RESOLUTION NL'MUEK EIGHT. A resolution proposing an amendment to tht tlon 3, Article 13 of the Cons'.iuition of ths bUte of Utah, relating to uniform t&xcs and txemptions. Be it resolved by the Legislature of tht Stats of Utah, two-thirds of all the members elected to each house concurring therein: Section 1. That it is proposed to amend Section 3 of Article XIII of the Constitution of the State of Utah so that the same will read as follows : . . Section 3. The Legislature shall provide by law a uniform and equal rate of assessment and taxation on all proDerty in the State, a cording to its value in money, and shall pre-: pre-: scribe by general law such regulation as iha.ll J secure a just valuation for taxation of all I property, bo that every person and corpora-! corpora-! tion shall pay a tax in proportion to the lvalue of his. her or its property: Provided, that a deduction of debits from credits may bs ; authorized: Provided further, Tha the prop-: prop-: erty of the United States, of the Stata. coon-; coon-; tie, cities, towns, achool districts, municipal corporations and public libraries, lots with ths buildingrs thereon used exclusively for either religious re-ligious worship or charitable purposes, and places of burial not htld or used for rlvat or corporate benefit, shall be exiimpt from tts ! atton.
