WHY THE WORLD WILL NOT DISCUSS PEACE WITH THE GERMAN GOVERNMENT The German government believes that it should dominate the earth. The democratic nations believe that each people should determine de-termine its own destiny. The German government believes, and has stated, that WAR SHOULD BE MADK IIOKKXBLE. The democratic nations believe that war can be waged by civilized men without deliberately renouncing re-nouncing the qualities of MERCY, DECENCY and SELF-RESTRAINT, which lift man above the other animals. You can understand neither the spirit of the war, nor the conditions condi-tions upon which peace must come, unless you realize that the German government deliberately embarked upon a policy expressed unequivocal unequivo-cal by writers, statesmen, generals and by the German emperor himself of Germanizing the world through FEAR. Altogether, there is no common ground upon which to base the peace discussion the German government requests. The evidence upon which Germany has been indicted by the rest of the civilized world as a murderer "is contained in a booklot published pub-lished by the United States government, and called "German War Practices." This work is not an emotional protest, but a .compilation of authentic statements of the German policy and actual instances of how it has been carried out.
