Show LIVESTOCK MEASURE PASSESTHE SENATE Provides for a Board of i Five Members and Carries j $30,000 Appropriation. Thornley 's bill combining the state; sheep and livestock boards, was passed in the senate yesterday. There was no! opposition to the bill on final passage i after it had been considerably amended, j There was opposition to the bill, how-1 ever, as it came from the livestock com- j suttee, and the upper house devoted the entire day 's session to a discussion of it. The principal contention was, over the appropriation carried; The bill provided an appropriation of $40,000, which friends oi tho measure argued should be placed at the disposal of the combined board for use in carrying carry-ing out provisions of the act and for emergencies in stamping out contagion which might assail livestock. Other senators maintained that the appropriation was entirely too large: that if the bill, combining two present state boards, was designed as a measure of economy as well as efficiency, there should be no objection to cutting the appropriation. Senator J. H. Wootton of Utah county coun-ty moved that the appropriation be cut from $40,000 to $30,000. Senator J. K. Edgheill moved an amendment to the amendment making the appropriation ,$35,000. He said the country members were willing to compromise with the city members to this extent. Tho amendment to the amendment was lost j by a tie vote. Senator Joseph Eckers-1 ley then proposed another amendment to the amendment, making the appro-1 priation $36,000. This was lost. The motion making the appropriation $30,-000 $30,-000 was then carried. Just before the bill went to final passage, Senator J. W. Thornley, au-ihor au-ihor of the measure, proposed an amend-: ment which designated the principal executive officer under the act as state veterinarian instead of state livestock inspector. This ameudmeut was proposed pro-posed by Senator H. Pern during discussion in the morning, but was re-rejected. re-rejected. In the afternoon, however, it was carried. Senator H. T, Keynolds of Utah county coun-ty proposed an amendment exempting general contractors using horses unci mules from coming under the stock inspection in-spection provisions' of the bill where shipping their work stock to jobs outside out-side the state. This was adopted. The bill was amended from its original origi-nal form in committee, the membership of the combined board, to be known as the state board of animal industry, being be-ing five instead of three, as first proposed. pro-posed. The bill as passed in the senate Trill probably go on the house calendar immediately im-mediately iu the event that the house livestock committee accepts the cut in the appropriation. The bill was under consideration by the house livestock committee at the time the senate committee com-mittee had it. Lighting Bill Favored. CottreU's lighting district bill was reported re-ported favorably in the senate yesterday by Uie committee on count v and municipal mu-nicipal corporations. The bill permits cities to establish districts for street lighting light-ing and to impose special taxes on property prop-erty therein for maintenance of the street lighting. Salt Iake business men are much interested in this bill, which now takes its place on the calendar in th upper house. Game Bill Finds Favor. Craig's bill creating game sanctuaries in the state was favorably reported in the upper house yesterday by the committee on hsh, same and forestry. The earn committee withdrew Craig' a general tei and game bill, us the joint committee of both houses is preparing a substitute. Adjourn to Pay Tribute. Adjournment, was taken upon adoption of resolutions of respect presented by Senator G. H. Dem of Salt Lake. New Livestock Bill. A new bill on tho taxation of transient live stock, designed as a uniform law for adoption bv all the inuermounuiin states, was introduced in the senato yesterday by the live stock committee. At tho same time, house bill No. li.h by Hammond, Ham-mond, dealing with the same subject, was killed by adoption of an adxerse report. |
