Allen, former for-mer treasurer of Idaho, now incarcerated in the state penitentiary, a self-confe&sed embezzler, is an applicant for parole from the state parole board. His name appeared today amon a list of twenty-nine applicants seeking release from the state prison. The board did not have a full membership present and no action ac-tion was taken. Allen's appHcatinn was laid over until nit the members could be present to act. The board is composed of the governor, the attorney general and the secretary of state. The latter official is at his home in Sandpoint. I Allen received a sentence of from five ! to ten years in the penitentiary when, two years ago. he plead guilty to the charge I of embezzling $73,000 of the state funds i while acting in the capacity of state treas-! treas-! urer. He had been nominated, aftor serv-t serv-t ing two terms as treasurer, i Governor Haines removed him from of-; of-; fice. The st;-te committee renndiated j him. His arrest. Ihe confession and imprisonment im-prisonment followed. Since then he has been working on the prison farm. ; It is contended that Allen received a greater minimum sentence than the law ' intended. The court fixed the minimum at five vears. It is contended that he should have heen given an indeterminate sentence of from one to fourteen vears and that in that event he is now eligible to parole. Such a contention was made before the board of parole today. Since his incarceration Allen lias made no move until the present one to ask for clemency. Fred Coleman, his deputy while state treasurer, who confessed to the embezzlement embez-zlement of SH2.000 and is serving a term of from two to five years, has applied for a pardon three times. He has been refused each timo and is now making his fourth appHcation, which will be considered consid-ered in January. |
