In his allocution delivered before the secret se-cret consistory here today Pope Benedict denounced the a.erial bombardment of open cities and condemned nil tlmap who, . he said, had defied the laws of God and ' man in the present war. The pope said: It Is well to recall, aside from the I laws of God, that if even the law of j man was obeyed at present peace and , prosperity would rel--in In Kurope.
