WANT $400,000,000 TO MAKE HEAVY GUNS WASHINGTON, March 9. Congress was asked today by the army ordnance bureau for an urgent deficiency appropriation appropri-ation of $400,000,000 for the manufacture of ordnance, principally heavy guns. Addition of the S-100,000,000 Item to the urgent deficiency bill pending In the senate sen-ate was requested by the acting chief of ordnance, but senate leaders were disposed dis-posed to delay action and have the appeal ap-peal take its usual course through the house. Although the appropriation was requested re-quested Immediately, it was desired principally prin-cipally so contracts for heavy guns could be let now, with final actual expenditure considerably delayed.
