WORK OF DRAFTING MAY BE DELAYED Non-completion of Various State Exemption Boards Hampers Inauguration of Drawing Numbers. According to tiie official estimates esti-mates for the selective draft given in the following statistics from Washington, Utah will he expected to provide 3013 men and of these 765 are to come from Salt Lake City. These figures will be somewhat some-what lessened when the credits of over-enlistment in the regular army are taken iuto consideration as provided in earlier regulations issued is-sued from Washington. WASHINGTON1, July 11. Postponement Postpone-ment until next week of the drafting of numbers of men who will be called for examination for the national army seemed .probable today when it became evident that states are not completing organization of their district exemption boards as rapidly as war department officials of-ficials had hoped. Only twenty-one states 'have reported their organization complete, although in most others only a few districts dis-tricts are missing. The drawing will not be made until tho lists for the country are complete. A so-called revised census estimate for the entire country, compiled on the basis of the draft registration, will be used for determining apportionments. Each city, county or state must furnish two-thirds of one per cent of its paper population, according to the new estimates, which wore made for the purpose of equalizing the draft rather than to represent accurate ac-curate population totals. How Figures Were Reached. ' Thus New York City, with an estimated population of G, 504, 185, must give 43.3S2 of the 6S7.000 young men to be called on the first draft. A city with 25,000 population popula-tion would be required to give 166 men. These apportionments would be subject to slight allowances for alien enemies, for men who have volunteered, and for other causes. The population estimates, far from attempting at-tempting to show actual populations, simply sim-ply are improvised figures reached by considering con-sidering the number of registrants in each subdivision as 9.32 per cent of the population, pop-ulation, since the total number registered, 9,659.3S2, was 9.32 per cent of the total estimated population, 103,635,300. The process resulted in large dummy population popula-tion showings for cities with war industries, indus-tries, where there has been a recent inflow in-flow of workmen without their families. Since the figures are based on the number of men available for military service, however, how-ever, officials ' consider the estimates fair as bases for apportionment. It also explained that any registered regis-tered man absent from his home district need not return for personal examination, examina-tion, but may be' ordered y his home board to be examined elsewhere.
