His department will be merged with that of the industrial commission July J. Frank D. Brown will take office of-fice Monday as commissioner of immi- ration, labor and statistics, succeeding t. T. Haines. Mr. Brown also will be named secretary of the industrial commission, com-mission, as that board will after July 1 absorb the bureau of immigration, labor and statistics. Mr. Brown has appointed Byron B. Nebeker as his chief clerk and deputy commissioner, and will handle the outside out-side work of the department. Miss Lou-etta Lou-etta Brown has been retained as stenographer. ste-nographer. W. H. Lynch, secretary of the state board of land commissioners, has put his desk in order and on Monday or Tuesdav will give way to Arthur Kuhn of OgtJen. Other Retiring Officials.
