Tho Brazilian government authorities today proclaimed a state of siogo in the cities of Rio de .Janeiro, Nictheroy and Pctropolis. This is to remain in force until March 31. The government's action ac-tion is taken as a preventive measure against any possible troubles. Disturbances wero feared from certain cer-tain parts of tho population as a result re-sult of tho recent insurrection in tho province of Ccara, where the situation is reported worst. Managing editors of throe of tho principal newspapers, A Epoca, Correio da iSToito and O Imparcial, were placed under arrest today, while General Thaumaturgo, Azevedo and Feliciano Mondes do Moraes, two colonels and somo other officers of the army were also made prisoners. A strict censorship was immediately established by the government on telegraphic tel-egraphic communications and all the troops wero confined to barracks, in readiness for any eventualities. Roports have been curront for some timo that a revolutionary movement was in existeuco in the Brazilian states of Pernambuco, Ccara aud Para, and that fighting was in progress between tho local forces and tho government authorities. The causes of the disaffection wore said to havo been racial differences. In the last weok of February a hnrlv of fanatics was reportod to be marching march-ing on Rio de Janeiro. The situation in the various states was reported as becoming worse, especially espe-cially in Ceara. Business was Baid to bo virtually suspended in soveral states, chiefly thoso where tho negro population is very numerous. The state of Ceara at tho last census had a population of about S50.000, Para 4o0,000 and Pernambuco 1,200,000. Advices Are Meager. WASHINGTON, March 5.
