There is no state V ' responsibility upon M ;. , vhich the State should f put a higher priority ! , lian education. I 1 inJ . I 1 2. Although we are next to the highest state ' in the number of years of schooling completed, we are 39th of all the states in expenditure per public school pupil. I 3. We should be encouraged by the "back-to-1 basics" movement that seems to be catching fire across the country. We must realize, however, that the volume of knowledge given by the I teacher to the pupil has greatly increased in the M I last two decades since "Sputnik." j 4. Student-teacher ratios must be reduced to j solve problems of basics, adequate input of knowledge and proper discipline. We must increase the tax base of the state without undue property tax burden. This can be done by pressing state agencies for a severance tax on energy and minerals leaving the state and a just return on tax from state-! state-! lands use and "in-lieu-of-taxes" from the j , Federal government to replace lost taxation to j theState of Utah because of Federal ownership i ofraofourland. 1 6. Some Federal aid programs, such as Public Uw874 (our so-called Hill Field money), with ' no strings attached, have been vital to Davis ; County since 1948. Without them, or with I. , threatened reduction of our State funds pro- , portionate thereto, it would be impossible for us , operate in Davis County. We MUST protect i these at every level and continue to support i silly State and Federal aid that allows us to i "laintain local control. 7. We must strengthen and -lift the teaching , Profession and bring it to the level or , remunerative and professional involvement i "ut its dignity deserves.
