Show MANY GHANGES MADE !! FISH ' ANDGJWIE GT- The Commissioner Must Be a "Sportsman"; License Fees Increased; Closed Period for Big Game. JIany Important changes are proposed in Utah's fish and game laws in a bill introduced in the house yesterday by the fish and game committee. The bill is known as house bill 156. The bill provides for the appointment of a state commissioner by the governor, ith the approval of the senate, whose salary shall be $-400 a year and who is to serve for four years. It is specifically set forth that the commissioner "shall possess the qualifications of a sportsman" sports-man" and shall have a thorough knowl- ; edge of fish and gume conditions in Utah, 1 and he shall not be a member of aViy : nun ttrr& shooting or fishing club. The commissioner may appoint one chief deputy, depu-ty, with the approval of the governor, and such other deputies as may be neces-; neces-; ' sary. Special deputies to serve as an "advisory board" are to be appointed also, to serve, 'without pay, btii not more than one member of tnis board may be from anv one county. The chief deputy is to receive a salary of 1500. Bonds of $10,000, $5000 and $1000 are required from the commissioner, the chief deputy and the paid deputies, respectively. The commissioner com-missioner and his deputies are given the same powers as possessed by sheriffs and constables for the enforcement of the fish and 'game laws. Closed Period. One of the main provisions is a closed period for deer, elk, antelope, mountain sheep, otter, beaver and other game animals ani-mals for four years; after 1021 one deer mav be killed between October 15 and October 31. Beavers may be killed where they become destructive. All hides of game animals go to the staet commissioner commis-sioner for the benefit of the fish and game fund. It is made unlawful to kill partridges, pinnated grouse ( prairie chickens), blue grouse, willow grouse, sage hens or pheasants, with the exception that, save in Duchesne county, six quail a day may be killed between October 15 and October 31. Twelve is the limit of- possession. The following birds are protected: Swans, mourning doves, pelicans, gulls, owls, larks, whipor wills, hawks, blackbirds, black-birds, thrushes, snowbirds, swallows, robins rob-ins and other , insectivorous or omnivorous omnivor-ous (seed eating) birds. The protection does not extend to the English sparrows, blue herons, magpies or blue Cooper hawks. f The Duck Season. - Twelve ducks or six geese is made the "S daily limit between October 15 and De-rember De-rember 31. Persons over IS years who are citizens of the United States and bona fide residents resi-dents of Utah may obtain shooting and fishing licenses at $2; citizens of the , United States, but non-residents of Utah, i are to pay 36. Boys between VI and 1'i may get a license for fishing only at $1. Aliens are not permitted to hunt or fish " at all. An exception is made In that any person except a n alien ma y kill rabbits without a license. licenses run from 1 May 3 to June 1 of the following year. Justices of the peace as well as the game department officials may issue licenses. Special Fund. A special fish and game fund is created cre-ated by setting apart 30 per cent of the money collected for licenses, fines or forfeitures. for-feitures. One-half this amount Is to be used for the importation and propagation of upland game birds and the other half for the installation of fish screens, etc. The commissioner, with the concurrence concur-rence of the state board of examiners, is authorized to procure and set aside as public hunting grounds lands in Salt Lake, Davis and Boxelder counties a.tid the commissioner is also authorized to establish estab-lish fcame sanctuaries wherein the carrying car-rying of firearms is prohibited. The trout season is fixed from June 15 to November 30 and there are strict regulations regu-lations as to screening dtt'-hcs and seining. sein-ing.
