The Chilean minister, Dr. Cruch-aga, Cruch-aga, delivered today to the foreign office of-fice the Chilean note in reply to the German communication respecting the new measures of submarine war. The text of the note, says the Overseas News agency, is identical with that presented pre-sented by the Chilean foreign minister a few days ago to the German minister at Santiago, and adds: ' The Chilean government protests, but at the ' same time declares that it reserves all rights pertaining to strict neutrality, observed until now and which will be maintained also in the future. fu-ture. German public opinion, considering consid-ering the firmness avid independence which always characterized the international interna-tional policy of Chile, has good reason to expect from this country an expression expres-sion of neutrality such as is manifested in the note and which corresponds 1o the traditional friendly relations existing exist-ing between the two countries."
