It appears from tho decision of the logal "department that all .work, must bo let by contract and that the city cannot can-not do it by day's work. Now why? Has it ever appeared to our citizens that this handicap should bo removed? That our city is progressing upon an-tiquo an-tiquo methods, barring it from that rational ra-tional operation of municipal action necessar3' for that expansion of control by tho citizens called "homo rulo"? What is wanted? First Tho city should obtain a freeholders' free-holders' charter giving the right to do busiuoss in all linos that pertain to the ownership of public utility, and own and oporato its own shops, mills and factories for tho production of mato-rlals mato-rlals and labor, to fulfill all requirements require-ments of a city, and do it with its own citizens as a preference. Can this be had! Yes, If wanted badly bad-ly enough to got a majority of votes in its favor. We havo a legislative oloctlon coming this fall. Why not got this question boforo tho pooplo and got representatives representa-tives In the legislature, pledged upon that issue. If Salt Lako City is to grow and become be-come a commercial or distributing metropolis, me-tropolis, ehe must have the fetters of antiquitv removed and stand frco to dovolop"her own dostiny by the intelligent intelli-gent action of hor citizens in tho interest inter-est of home rulo and progress.
