A commission commis-sion to study the operation of tho federal fed-eral and stato puro food and drugs laws has been appointed by Seth Low, president of the National Civic federation, fede-ration, it was announced tonight. The federation beUovos that while great advance has been made in legislation legis-lation of thia kind, the efficiency of the laws is reduced 03' lack of adequate measures for their enforcement, and that th'orc are in existeuce corrupt alliances al-liances between officials intrusted with the enforcement of these laws and manufacturers man-ufacturers and distributors of bad foodstuffs and adulterated drugs.
