Show PLAN REGISTRATION OF YOMIES Early Enactment of Legislation Legisla-tion Authorizing Draft of Those Now 21 Expected. Anticipating the early enactment of legislation authorizing the draft of men who have attained the age of 21 years since June 5, 1917, a plan for their registration regis-tration has been decided upon, it was announced an-nounced in a telegram received yesterday by Captain F. V. Fitz Gerald, draft executive officer for Utah, from Provost Marshal General E. H. Crowder. Pursuant to this telegram, the adjutant general's office yesterday sent out to local lo-cal draft boards" in Utah preliminary instructions, in-structions, of which the following are the salient points: Every person of the designated age (with certain exceptions to be defined in the president's proclamation and regulations) will be required to register reg-ister under the supervision of the local board having jurisdiction of the area in which he permanently resides. Normally in cities the offices occupied oc-cupied by a local board will be the place of registration. If it is deemed inadequate, the board should consult with the adjutant general of the state and obtain such additional rooms or offices as he may authorize. In the rural districts, the office of the local board should also, wherever practicable, prac-ticable, be the place of registration. It is desired that board members and salaried attaches of the board perform the duties of registrars, but in the event additional registrars are needed the board shall recommend to the adjutant general the appointment . of such registrars and, upon his approval, of the recommendation, shall proceed to make the appoint- . 1 ments. The president's proclamation will fix the date for registration and the adjutant general of each state will notify all boards of the date set. County and city attorneys will cooperate co-operate with members of the legal advisory boards ; marshals, deputy marshals and police officers will render ren-der every assistance in the execution of the law; news agencies and newspapers news-papers will be called upon to lend their assistance In giving wide publicity pub-licity to the date and places of registration regis-tration ; the postmasters will be directed di-rected to post copies of the proclamation proclama-tion in every postoffice of the United States. The sick will be registered by persons per-sons deputized to make their registration. regis-tration. Felons will be registered by the wardens of the penitentiaries, and persons awaiting trial and misdemeanants mis-demeanants will be treated as absentees, ab-sentees, except that their registration registra-tion cards will be obtained and filled in by the jailers. Indians will be registered under the supervision of the commissioner of Indian affairs. All regisjrants will be made subject to the provisions of the selective service ser-vice regulations, unless the latter would obviously be inapplicable or subsequent regulations shall otherwise other-wise prescribe. It is stated that this registration will not be the stupendous task of the one last June, as approximately only one-tenth one-tenth of the former number will be registered reg-istered this time. |
