Show LITHUANIANS ARE NOT ENTHUSIASTIC OVER OUTLOOK WASHINGTON. "May 1-1. Emperor William's Wil-liam's proclamation' recognizing the independence inde-pendence of Lithuania allied with the German empire, was received today with no enthusiasm by officers at the Lithuania Lithua-nia National council headquarters here. "The assumption that Lithuanians will participate in the war burdens of Germany Ger-many means a contribution of three things: Money, munitions and men," the officers declared. "The first we have not, as Germany has already impoverished us; the second we have no means of supplying supply-ing because we lack the first. Therefore Germany can have reference only to men. Men from a self-declared democracy to fight in the ranks of autocracy? Unthinkable, Unthink-able, Lithuania would not consent. Are her citizens to be dragooned into the ranks of the kaiser? This would be an abridgment of the sovereignty which Germany Ger-many has already recognized, for Chancellor Chan-cellor HertUng's reply stated, 'We hereby recognize Lithuania as free and indie? pendent.'
