The problem before vis is not primarily a financial problem, but ' raLher a problem of increased production pro-duction of war essentials and the sav- 'inri of the materiats and, the labor I necessary for the. support and equipment equip-ment of our army and navy. Thought- less expenditure of money for non-essentials uses up the labor of men, the products of t lie farms, mines and factories, fac-tories, and overburdens transportation, transporta-tion, all of which must be used to the 'utmost and at their best for war pur- poses. Thrift Practices Urged. The great results which we seek can ! obtained only by the participation of every member of the nation, young and did, in a national concerted thrift .movement. I therefore urge that our Muple everywhere pledge themselves, ;is suggested by the secretary of the treasury, to the practice of thrift, to sei-'ve the government to their utmost in increasing production in all fields necessary to the winning of the war; to, conserve food and fuel and useful nu-Uerials of every kind; to devote . tbejr labor only to the most necessary neces-sary tasks, and to buy only those things which are essential to individual indi-vidual health and efficiency; and that l he people, as evidence of their loyalty, invest all that they can save in Liberty bonds and war savings stamps. The securities issued by the t reasury department are so many of them within the reach of every one that the door of opportunity in this rTruYUer is wide open to all of us. To practice thrift in peace times is a .' vifrtne and brings great benefit to the individual at all times; with the des-rultite des-rultite need of the civilized world to-d&f'for to-d&f'for materials and labor with which ' to' end the war, the practice of individual in-dividual thrift is a patriotic duty and j aZCTlecessity. Bay Bonds or Stamps. 1 appeal to all who now own either Liberty bonds or war savings stamps to continue to practice economy and thrift and to appeal to all who do not own government securities to do like- wise and purchase them to the extent ' of their means. The man who buys government securities transfers the purchasing power of bis money to the United Stales government until after 7ic. war and to that same degree oSoes not buy in competition with the government. I earnestly appeal to every man, woman and child to pledge themselves, on or before the 28th bf June, to save constantly and to buy as regularly :is-'posslble the securities of the government, gov-ernment, and to do this as far as possible pos-sible through membership in war savings sav-ings societies.
