TO STOP EMIGRATION OF ABLE-BODIED MEN British Government Will Require Passports Pass-ports From Persons Sailing From England to Foreign Porte. LONDON, Nov. 0. Tho British gov-ernment gov-ernment today took its first definite step toward preventing emigration of able-bodied British sub jects, who in con-j siderable numbers have been using this means uf evading military service. A new regulation was issued bv the home office requiring subjects of the I'nited Kingdom who are 19 years old or over and contemplating emigration to applv at the foreign ofl'ice for passports. pass-ports. If the passports are refused they must hand to the officers supervising the embarkation the reply of the foreign for-eign office to their passport application, together with their birth certificates, with photographs attached. Since the refusal of the Cunard company com-pany to carry abroad British subjects eligible for military service last Saturday, Satur-day, the Anchor line and the White Star liue have adopted an identical course. Other linos are expected to take similar action.
