It was said In the beginning that tho Chief executive Is taking- deep Interest In-terest m the freight rate decision and had urged that tho Interstate commerce commission take action; also that lie was assured that there was no likelihood of tho decision of the commission being delayed de-layed until September. Later another authority au-thority quoted a Washington dispatch in .which It was stated that Chairman Clark of tho interstate commerce commission had stated that tho commission had not communicated with the president relative to the proposed Increase In freight rates. Just before the close. Washington advices suggested that Commissioner Harlan will have somo definite announcement to make at the resumption of hearings tomorrow to-morrow as to the approximate time when tho commission will announce Its decision deci-sion on the application of the carriers. It Is the concensus of opinion in. good quarters that the president Is cognizant of the fact that early action on rate matters will be necessary in order to revive re-vive general trade and permit tho railways rail-ways to enter markets for labor and materials ma-terials on a large scale. Much new financing- is pending and It does not seem probable that Investors will abuorb on a largo scalo the funded obligations of railroads rail-roads unless some assurance is given to tho cfTcct that our largest corporations will be permitted to earn a fair return on capital Investment. We regard the action of tho slock market mar-ket today, despite the sharp fluctuations, as being on tho whole satisfactory ami indicative of tho fact that the volume of long stocks dislodged on docllnes Is not sufficient to make selling operations very-profitable. very-profitable. As was e?:pected, the demand on tho decline was good and prices advanced easily. On published statement that President Wilson would urge a more speed j settlement of the freight rate question market advanced sharply, but was raided in the last half hour on reported denial by the prosident of uny such action.
