Bransford 's appointment appoint-ment of James Devine, as chief of tho firo department, to succeed Charles T. Vail, removed, was rojected at Monday Mon-day evening's session of tho city council. coun-cil. Mayor Bransford "stood pat" and declined, up to the last moment, to withdraw with-draw the appointment. Tho vote by which the appointment was rejecled was a strict party affair, tho eight American Ameri-can monibcrs present voting solidly against it, and the minority voting solidly sol-idly for it. President Davis was absent, which made the voto S to 6. Tho matter was tho first reached under un-der tho head of reports of city officers and tho city recorder read the following follow-ing communication from tho mayor: To the Honorable President and Members Mem-bers of the City Council Gentlemen: I hereby appoint, subject lo your approval and conllrmatlon. James Devine. chief of the Salt Lake Fire department, In place of Charles T. Vail, removed. I respectfully respect-fully ask your honorable bodv to confirm said appointment. Mayor. j "Call the roll." was tho order of President Pro Tern Black, as soon as tho communication of the mayor had been read. - "But no motion has been made," interjected in-terjected Mr. Fcrnstrom. "There is no need of a motion," rejoined re-joined Mr. Stowart. "Call the roll," Mr. Black again ordered. or-dered. "Bnt I have something to say," Mr. Fcrnstrom suggested. "And 1 second tho motion," announced an-nounced Mr. Hall. Characteristic Speech. Mr. Fcrnstrom then secured the floor and mado one of his characteristic rambhng speeches. Mr. Fcrnstrom mourned over tho fact that the American Ameri-can party was committing political sui-cido sui-cido by turning down the appointment of Mr. Do vine. Mr. Fcrnstrom rehearsed tho Deviuo matter irom tho information which ho has received concerning it, referred to the "American hierarch," told what a good chief Devine was in the old days (when Mr. Fernstrom was against him"), predicted dire defeat for the American party as a result of the action of the I council in turning the appointment down, declared his confidonco in Mayor Bransford, threatened the majority with tho passage of a firo and police bill by the next legislature, declared that the dctcat or Dovine would defeat tho bond issue, roasted what ho termed "ward heelers and the inner circle." and said various other things aloncr the same line. -Mr. Hall, the only other member of the council who had anvthing to say made his talk when his name was reached on tho roll call. Mr. Hall contended con-tended that eight members of the council coun-cil had agreed to the appointment of Mr. Devino and that they should stand by the mayor's appointment. At the conclusion of Mr. Hall's remarks, re-marks, the roll call was proceeded with, the result being as above announced. |
