Major portion por-tion of the crowd that turned out for the public meeting regarding television last Saturday night at Hotel El Escalante. The more than 200 residents who turned out is evidence of the interest in the area. Response to a call for a public meeting, which was held Saturday evening at Hotel Elescalante, was "most gratifying," according to Mayor Arnold Anderson. The mass meeting was called by the city council to explore three proposals for television in this area. The responding citizens, some 250 strong, filled the hotel's ballroom. At the meeting three separate proposals were introduced intro-duced to the citizens and council members. Following the introduction of the proposals a discussion was held with swering questions fired by those in attendance. Although no decision could be made at the meting it gave citizens citi-zens an opportunity to hear for themselves some of the problems that the council face In adopting adopt-ing some type of proposal regarding regard-ing TV. Council Action ' FoUowlng the mass meeting the City Council met in special session. At that session city attorney at-torney Patrick H. Fenton was authorized to draw up papers during the week for presentation at another special meeting of the council which will be held Frl- day evening at 7:30 at the court-room court-room of the city-county building. As to the position of the city council regarding television. Mayor Anderson indicates that the city is concerned with only two of the three proposals. The type of program as proposed by radio station KSUB regarding the broadcast of a free signal does not need action by the city. The other two proposals, V-oh of which propose a pJan of Wlr-1 I ing to individual subscribers throughout the community, must obtain easement rights from the !clty council before they can be-gin be-gin any type of operation. In ad-ciitlon ad-ciitlon to the easement rlghta ot , the clfy both ot these organizations organiza-tions must tflso obtain clearance, from the Southern Utah Power Company and the Mountain States Telephone and Telegraph Company to use their utility poles. Line Limitation I Although neither of the proposals propos-als necessitating easement rights are asking for exclusive rights, it was pointed out at the meeting by Ralph Thomas, manager man-ager of the power company, that utility poles in Cedar City are1 capable of handjing only one television wiring system. Therefore There-fore only one of the two organizations organi-zations would be able to use these poles. Trans Community Television Network, Inc., (TCTV) has already al-ready submitted a formal application appli-cation to the city council for ' easement rights. That application was made at a meeting of the 'council last Friday. The other organization to be known as the Escalante Valley Service Corp. (EVS) at an eariier date had applied for a franchise but action ac-tion had been delayed pending further Information regarding the organization of EVS and its I application for incorporation and j Federal Communication Commission Commis-sion application, Mayor Anderson said. At the present time the only formal application before the City Council Is that submitted by the TCTV, the mayor Indicated. Indicat-ed. Following Is a brief statement summarizing the service to be of fered by each of the proposals at the meeting Saturday night: Newest TV Plan 1. Proposal of TCTV: An organization organ-ization affiliated with the National Na-tional Broadcasting Company. This organization plans to erect a local TV station giving a program pro-gram schedule each day making selection from the NBC, ABC and Dupont Networks, which they have agreements with. This organization or-ganization would send a slcnal through wire to Individual sub' scrlbers of the station. Resident! would be required to pay a con nectlon fee plus a service fee lr order to receive the signal. Al though local programing on thl: proposal is possible, It does' no depend on the advertising dol lar to sustain the operation. Thl organization Is working on a na tlon-wlde basis attempting t pu TV Into areas not now coverec by TV and eventually dependlnj on national advertising for sub slstance. Escalante Service 2. This organization is currently cur-rently working on a plan to relay re-lay signals taken from the three major stations in Salt Lake City and transmitting them to this area. Upon bringing the signal Into this area they will erect a distribution center and pipe the signal to the homes of individual individ-ual subscribers. This system, too, calls for a hook-up fee plus a monthly service charge. Under this operation Jocal residents would have available to them three channels, all originating in Salt Lake City. They would include in-clude KSL-TV, KUTV and KTVT. Under this type of operation sanction of the FCC is necessary because it necessitates picking up a signal and relaying that signal to a central station. This is necessary in addition to the incorporation of the organization. 3. Proposal by KSUB: Radio station KSUB is proposing free television to the southern Utah area. At the meeting Saturday evening Arthur Higbee, manager, indicated that they are waiting for developments that they have been assured wiU come, to make free television feasible in this area. Under the plan of KSUB A A 'A 1 they have asked residents of this area to invest in the Southern Utah Broadcasting Company through purchase of stock, to help finance the installation of a station by this company. When erected, the station would depend de-pend on the advertising dollar, I local retailers, to support the operation. op-eration. They intend, it is understood, under-stood, that they would add the TV operation to the already established es-tablished radio station to simplify sim-plify operation and ejiminate some expense in the development of the proposal. |
