Show CECIL RESIGNS ON CHURCH ISSUE Pleads for Good Peace as Basis for League of Nations. By E. G. riTZHAMON, Universal service Staff Correspondent. Special Cable Dispatch. LONDON, Nov. 23. Lord Robert Cecil, who resigned yesterday as undersecretary , of foreign affairs because of difference with Premier Lloyd George over the disestablishment dis-establishment of the Welsh church, has given the correspondent of Universal Service Ser-vice the following exclusive statement on the league of nations project: "I do not think any league of nations should make us careless of, or Indifferent Indiffer-ent about, the other terms of peace. The league of nations is not only necessarily an experiment, but we must have a good peace to such a league, and a fair start toward stopping1 war. "It would rot be right In such vital matters to gamble on the success of any experiment, however promising. For any true partnership of nations we must have a territorial settlement based upon natural nat-ural justice. "We must re-establish the sanctity of treaties and must exorcise the spirit of German militarism. "Finally, if any new international organization or-ganization Is to be created, it must be brought into existence by a treaty that shall close this war. The great force on which we must rely is the hatred of the cruelty and waste of war. "Now that the war Is over the process of oblivion will set in. Men will say, poj-sitly with truth, that there will be no new world war within their time. Few really care what happens to posterity. The chauvinists who lelitve all foreigners foreign-ers are barbarians, the bureaucrats and militarists who regard perpetual peace as an enervating evil, will combine with the disciples of the la te Ixrd Melbourne to say 'Can't you let It alone?
