(By the Associated Press) Negotiations concerning concern-ing the trans-Siberian and Chinese Eastern East-ern railroads continue between Tokio and Washington. Although difficulties are being encountered in adjusting the American and Japanese viewpoints, the hope is expressed here that an agreement agree-ment will be reached. The Japanese, as neighbors of Russia, apparently are apprehensive that the placing of the railroads under the di- rection of any foreigner hacked by his govtnminnt might prove inimical to what are considered the legitimate interests of Japan, especially in Manchuria. As a result of the defense measures anainst the German menace and the military mili-tary agreement with China for the protection pro-tection of the frontiers, heavy forces of Japanese troops still occupy Manchuria, including points on the eastern trans-Siberian trans-Siberian railroad.
