The paper continues: "The second attempt to procure peace without further bloodshed to bring the war to an end without victory vic-tory for either side whether successful or not, will not be in vain. The appeal represents the desire of tho massos of the Russian people. If the German people peo-ple comply there can be mutual trust between the people of the two countries, ami in the name of the people the war can be ended without conquerors and conquered. "This is the last verbal argument in the quarrel with the enemy. If it is refused re-fused it will be war until the end." Outbreaks Not Feared. LONDON, March 30, 12:38 p. m. The members of the Russian duma have been advised by M. Rodzianko, president presi-dent of the duma, that the government's advices from the front left nothing to be desired. "There is no danger of any outbreaks anywhere on the fronts,"" said M.
